California governor: Drought over, conservation must go on

The Democratic governor declared a drought emergency January 2014, and ordered the state's first-ever mandatory water restrictions in April 2015 as the drought intensified. That impressive conservation effort, coupled with a recent stretch of heavy precipitation, led to Brown's decision to lift the emergency. These four counties have emergency drinking water projects that will continue to help boost diminished groundwater supplies.

Jerry Brown announced Friday that he had officially ended the drought state of emergency in most of California.

California's drought ran from the 2012 to 2016 water years, with 2012 to 2015 being the state's driest years on record. The framework requires new legislation to establish long-term water conservation measures and improved planning for more frequent and severe droughts.

This winter was among the wettest on record, swelling rivers to unsafe levels and sending water cascading over aging levies.

The state has been in drought conditions for the last five years, a pattern that put strain on residents and businesses. Suppliers would calculate their unique water efficiency targets based on a common methodology that takes into account the diverse climatic, demographic and land-use characteristics of each agency's service area.

The United States Drought Monitor released a new state drought map showing no signs of drought over 76 percent of the state, and only "abnormal dryness" over 24.3 percent, all of it in the state's southern half. Back in 2014, Governor Brown declared a drought emergency in the state.

"Now they are proposing to provide the State Water Board with permanent authority to mandate water use reductions and to make those reductions more stringent over time without any legislative oversight", said John Woodling, executive director of the Regional Water Authority, which represents 21 water providers in the Sacramento region.

Cities and water districts throughout the state will be required to continue reporting their water use each month, said the governor order, which also bans wasteful practices.
