CPS: Rauner's SB1 Veto 'Exceeds the Power of the Governor'

The Governor launched a new webpage that shows how much more money each school district would receive after the amendatory veto is issued.

Among the more recent staff to exit the Rauner administration include his team in Washington, D.C., chief of staff for policy and legislative affairs, director of House and Senate Operations, Deputy Press Secretary, and two core members of his digital team, which led to at least one headache on Twitter.

Lawmakers approved a budget earlier this month and then overrode Rauner's veto to enact the spending plan and end a state-budget stalemate that was the nation's longest since at least the Great Depression.

When Rauner embarked on his budget showdown with Madigan and Cullerton in spring 2015, the governor indicated "crisis creates opportunity", and he said he'd use "leverage" gained to win approval of his economic agenda.

Emanuel has said Chicago schools will open September 5 as scheduled - regardless of what Rauner does.

Instead of millions of dollars going to pay Chicago teachers' pensions, he wants that money sent to other districts in need. SB 1 eliminates the Chicago block grant, which automatically appropriates specific funding to CPS each year, but takes that $203 million into account - plus the district's $221 million in employer pension contributions - when calculating the district's baseline funding minimum.

"There are ongoing discussions about what would be the best time to send that bill to his desk", said John Patterson, a spokesman for Democratic Senate President John Cullerton. He said the Mount Zion school district would receive an additional $230,000 on top of the $192,699 gain they'd receive under the bill as written.

"Governor Rauner's stunt won't pass legal muster, and instead jeopardizes the opening for dozens of school districts around the state", CPS spokeswoman Emily Bittner said in a statement.

Bill advocates say this will put CPS on equal footing with other IL school districts who get pension funding from the state.

IL has its belated 2017 budget in place after two years but there is no public school funding included. If companion legislation providing $215 million in pension help became law, CPS would see a net increase of around $177 million in state funding.

Rauner's education adviser, Beth Purvis, has previously said the governor agreed with "90 percent" of SB1, though she also said he planned to veto it.
